Lost Your Zairyu Card Abroad and Unable to Board Your Flight to Japan?

If you lost your Zairyu Card while staying outside Japan and an airline refused to let you board your flight, there may still be a way to return to Japan.

In some cases, airlines are unable to confirm that a passenger has a valid residence status in Japan when the Zairyu Card is unavailable.

Depending on the circumstances, it may still be possible to return to Japan after obtaining the necessary documents.

Step 1: Report the Loss to the Local Police

Report the loss or theft of your Zairyu Card to the local police and obtain a police report or loss certificate.

This document may be required for immigration procedures in Japan, including the reissuance of your Zairyu Card.

Step 2: Contact a Family Member or Immigration Professional in Japan

If you are unable to board your flight because your Zairyu Card is missing, contact a family member in Japan or a licensed Gyoseishoshi (Administrative Scrivener) or lawyer who handles immigration matters.

A power of attorney may be required depending on the circumstances.

Step 3: Obtain a Certificate of Valid Re-entry Permit

If the airline is unable to confirm your residence status in Japan, it may be necessary to obtain a Certificate of Valid Re-entry Permit from the Immigration Services Agency of Japan.

A family member in Japan, a licensed Gyoseishoshi, or a lawyer may be able to assist with this procedure, depending on the circumstances.

Once the document has been issued, it can be sent to you overseas for use when returning to Japan.

Step 4: Return to Japan

Once you have your passport and the necessary supporting documents, you should normally be able to return to Japan.

Be sure to carry all relevant documents when checking in for your flight and when arriving in Japan.

Step 5: Apply for a Replacement Zairyu Card

After returning to Japan, you must apply for a replacement Zairyu Card within 14 days.

Please note that this procedure cannot be completed online. According to the Immigration Services Agency of Japan, applications for reissuance due to loss or theft must be submitted in person at the immigration office.

Who Can Act on Your Behalf?

Depending on the procedure, family members may be permitted to submit documents on behalf of the applicant.

In addition, licensed Gyoseishoshi and lawyers may assist with immigration procedures within the scope permitted by law.
